Coming from the airport?
Cab fare to anywhere in New Orleans is 33$ for one or two persons and $14 (per passenger) for three or more passengers. Pick-up is on the lower level, outside the baggage claim area. There is usually a long queue of taxis waiting to whisk you into the city.
The airport also provides a shuttle service for $20 per person one-way (or $38 per person, round-trip to most hotels). You should buy your ticket at the shuttle curb in the baggage claim area. Call 1-866-596-2699 or (504) 522-3500 for more details or to make a reservation. The shuttle usually carries 10 people, so you might have to drive around a bit before getting to your destination.
There is also a bus that runs from the airport to Tulane Avenue at the intersection with Loyola Avenue (which is about four blocks from the heart of the CBD and the French Quarter). The Airport bus stop is on the second level of the airport, upstairs from the baggage claim, near the Delta counter, in the median (look for the sign and bench). The fare is $1.60 to go to downtown New Orleans. The fareboxes will accept dollar bills (up to 20$) and all U.S. coins and provide change in the form of a value card that can be used for future fares.
